Faulty test

By  Does anyone know how the magazine's like Elle and Red Book, I think is another one, who put out the quizzes that ask a bunch of questions and the score is totalled to see if you are an intimate lover or a cuddler or whatever the thing is that is sought,kinda entertaining, yet really not accurate. This is surely not scientific.
  These are the test psychologists are using to incarcerate people for the rest of their lives. They are called actuarial test. The recividism rate of sex offenders is 5.3%, so they are using the fact that someone else answered questions in the same manner to get up on the stand and say that a certain person is so much of a percentage to be in the 5.3%that will reoffend.
  There was a study in Minnesota on the STATIC99R and the findings were that it was only 25% accurate at showing high risk offenders. This prompted other studies. One in Florida showed about the same as the one in Minnesota. Then international studies started and they showed that the static99r was only good 1out of every 90 times.     These test and the past actions of these people are the only evidence of any future behavior. That being said if these test can't predict recividism then these people, citizens of the United states who have finished their prison sentences,are being incarcerated once again for the same crime! There is no proof one will reoffend, never was and never will be! 
   The psychological industry tried mass hospitalization back in the 60s and they are using the same ruse here on an easily exploited group.
